Chief Minister visits War Memorial, Tawang Monastery
Seeks cooperation of the Monks and nuns
TAWANG, Oct 20: Chief Minister Pema Khandu visited the Tawang War memorial dedicated to the martyrs of the 1962 India-China war on Thursday.
The 40-foot high Tawang War Memorial, also known as Namgyal Chorten was erected in memory of 2420 soldiers of the Indian Army who died in the war. Former GOC-in-C of Eastern Command, Lt Gen HS Kalkat dedicated the memorial to the nation on 2nd November 1999 and was also blessed by His Holiness, the Dalai Lama.
The Chief Minister laid a wreath in honour of the brave soldiers.
He also paid his homage to Subedar Joginder Singh, who was posthumously awarded the Param Vir Chakra for his heroic act in the war of 1962 in Kameng Sector.
Khandu accompanied by Brigadier MP Singh, Commander of the 190 Mountain Brigade interacted with officers and jawans of the 190 Mountain Brigade. He said Indian Army and the local people of Tawang district have always maintained harmonious relations with each other.
Chief Minister Pema Khandu also visited Tawang Monastery, where he was received with huge fanfare and celebrations as the monks lined up all along the Monastery to welcome him.
The Chief Minister stressed on the importance of monks and nuns in retaining peace and requested for their cooperation in development activities. Exhorting youths to preserve tradition and culture, the CM appreciated the students attending schools in traditional attires once a week.
He informed that His Holiness, the Dalai Lama will be visiting the state in March 2017 and urged all to work together to make the visit of His Holiness a success.
The Chief Minister promised to establish a health centre within the premises of monastery, a proposal which was submitted during the tenure of late CM Kalikho Pul. He assured his cooperation for the betterment of the monastery and said that all its needs would be kept in mind.
Appreciating the peaceful nature of the Buddhist community, the health minister Jomde Kena said that rest of Arunachal should learn from them of how to adopt peaceful and effective means for development. He also recalled the contribution made by former CM Dorjee Khandu and said that it is because of his good work that all 60 MLAs had decided to unanimously support Pema Khandu for the Chief Minister's post.
Lama N Norbu said that Late CM Dorjee Khandu was remembered for his immense contribution towards the well being of the monks.
Earlier Khandu accompanied by Health Minister Jomde Kena, MLA Tawang Tsering Tashi, Hydropower Chairman T Appa, Tawang Deputy Commissioner Sang Phuntsok offered his prayers to His Holiness, the Dalai Lama.
Solar lights for five villages
BOMDILA, Oct 20: Five remote villages namely Thembang, Pamgna, Gonthung, Semnak Cherrong and Panchavati under Dirang administrative unit were distributed 150 portable solar LED lights of 1.2w at a function held on Thursday in Thembang circle.
Initiated by Thembang Bapu Community Conserved Area Management Committee (TBCCAMC), the French Multinational Company Schneider Electric under its corporate social responsibility made available 150 numbers of solar lights for the villages.
WWF India played a major role in creating the Thembang Bapu Community Biological Park way back in 2004 which was later rechristened as the Thembang Bapu Community Conserved Area Management Committee in the year 2005. Since then, the Western Arunachal Landscape (WAL) WWF Tezpur has been the guiding force behind all the activities of the TBCCAMC.
An area of 635 sq kilometer has been demarcated by the committee to conserve the flora and fauna. Committee and the villagers of Thembang have to their credit operational community based tourism wherein facilities of Home stay, trekking, bird watching, tented accommodations etc are made available.
Attending the distribution function, Phurpa Tsering, Parliamentary Secretary for Health & Family Welfare who is also the local legislator, thanked the Schneider Electric. He urged the TBCCAMC to extend their yeomen service to other parts of the constituency and the district for the welfare of the people. Calling upon the officers and the PRI leaders of the area, Phurpa urged them to bridge the gap and reach out to the people in the grass root level. Real development begins from the grass root level, he observed.
He also distributed track suits to all the boarders of the government residential school, Thembang. Earlier, Deputy Commissioner Sonal Swaroop reiterated that adherence to Swachh Bharat Mission would enhance flow of tourists to the area as Thembang village has been listed in the World Heritage Site. D Riba, ADC Dirang, Kamal Medhi, co-ordinator WWF-India (WAL) and TC Atjepu, Secretary TBCCAMC also spoke on the occasion. (DIPRO)
Link road and rostrum inaugurated
ITANAGAR, Oct 20: A two kilometers long link road and a rostrum were dedicated to the public at Boakfom village on Thursday by Parliamentary Secretary of Geology and Mining and Khonsa West MLA, Tirong Aboh.
The link road was constructed at an estimated cost of Rs.10 lakhs under DoTCL.
Addressing a public gathering, Aboh asked the villagers to submit development schemes in April - May and on time. He called on the villagers to engage in cash crops adding that he had earmarked funds to start cash crops for the whole Khonsa West constituency. He urged the women's groups to grow vegetables, fruits and spices and sell them at the roadside market sheds.
While underscoring the importance of education for all round development, Aboh urged the parents to guide their children properly to enable them to get true and wholesome education. He also urged the men folks to extend their willing cooperation to women who usually toil in the fields. The MLA further urged the village elders to preserve and strengthen the traditional village council adding that no society can run smoothly and peacefully in the absence of proper authority or a system.
ASM Chairperson Hedam Kmahua highlighted about the settlement of the four offshoot villages of old Kothin village, New Kothin, Boakfom-I, Panchoak.
Khuwang Lowang, Chief of Boakfom-I also spoke in the function.
A cultural programme was presented in the occasion.

Workshop on Urban Housing for all held
ITANAGAR, Oct 20: A one-day state level workshop on credit linked subsidy scheme (CLSS) under Pradhan Mantri Awas Yojana - Housing for All (Urban) was organized at the conference hall of Directorate of Urban Development and Housing here on Thursday.
Organized by the Department of Urban Development and Housing in collaboration with the Ministry of Housing and Urban Poverty Alleviation, Govt of India and Housing and Urban Development Corporation Ltd. (HUDCO), a Govt, of India Enterprises, the workshop was attended by representatives from various DUDAs, ULBs and senior officers and officials of the Department of Urban Development and Housing.
Credit-Linked Subsidy Scheme under PMAY - HFA (Urban) is implemented to expand institutional credit flow to the housing needs of urban poor. This Credit Linked Subsidy scheme is intended to be provided to eligible urban poor, on home loans, for acquisition and construction of house.
The participants were imparted with hands on training on CLSS subsidy claim emphasizing filling up of different formats by SM (P), HUDCO, Guwahati, K B Bhowmick. Regional Chief, HUDCO Kohima, L M Yanthan, and AGM (Project-HUDCO) K Jini, also interacted with the PLIs and ULBs on implementation of CLSS.
Earlier, Deputy Director (UP), Nixon Lego gave status report of implementation of the Housing for All (Urban) in the state.
Regional Chief, HUDCO, Guwahati K M Chand made presentation on PMAY - HFA [U] with special focus on CLSS.
Representatives from various financial institutions also participated in the workshop and presented various aspects of PMAY - HFA (U) especially on CLSS.
Bridge over River Diffo to be completed by 2017: BRO
ITANAGAR, Oct 20: The Border Roads Organization (BRO) has informed that the construction of the bridge over Diffo River is scheduled to be completed by Mar 31, 2017. The 1446 BCC/48 BRTF of Project Udayak of BRO has been carrying out the construction of Diffo Bridge since Mar 1, 2011 last.
The site executives of BRO are working continuously for early completion of the 426.60 mtr long pmt bridge over Diffo river despite adverse weather conditions, informed a BRO release.
The bridge once constructed, will facilitate the inter-valley movement of traffic between Roing in Lower Dibang Valley to Tezu in Lohit and Hawai in Anjaw throughout the year.

Arunachal suffers humiliating defeat

ITANAGAR, Oct 20: With the help of N Pritam Singh's hat-trick, Manipur kept their hope alive to win the ongoing 7th Dr. T Ao Memorial North East Football Championship while handing out a humiliating defeat to Arunachal by 7-0 in the first semi-final match at Rajiv Gandhi Stadium, Naharlagun on Thursday.
During the first 20 minute of the match, Arunachal kept alive the hope of football fans and home crowds with aggressive game but the team failed to materialize the opportunities. On the other hand, Manipur slowly dominated the field but could not hit the target during the first half.
It was forward striker N Pritam Singh who scored the first goal for Manipur during extra time of first half at 47th minute through penalty kick taking the score to 1-0.
As the second half of the match started, the Manipur continued its aggressive game and S Subash Singh scored the second goal for Manipur 2-0.
Md. Imran Khan, KH Naton Singh and Dihempu Rongmei also scored a goal each for the Manipur team.
In second semi-final match team Assam will take on Sikkim on Friday afternoon at 1:30 PM.
Today's first semi-final match drew a huge crowd forcing the authorities to close the ticket booking counter early.
Departmental coordination meeting held

PASIGHAT/RUKSIN, Oct 19: A coordination meeting of all departments headed by ADC Ruksin T. Pada was held at Ruksin on Wednesday under the chairmanship of local MLA cum Parliamentary Secretary, Tatung Jamoh where the departments forwarded their achievements, hurdles, requirements and future proposals so as to bring better development under Ruksin administrative block. Among the major challenges that the departments needed to address was the land encroachment, accommodation problems of government officials and shortages of vehicles. Principals, Govt. Hr. Sec. Schools, Ruksin and Sille asked for posting of senior teachers. On the other hand, Dr. K Jonnom, MO, First Referral Unit, Ruksin urged for construction of drainage and quarters for doctors, while Bilat PHC, MO, Dr. J. Tamuk has urged for posting of at least 2 regular doctors.
EAC Ruksin O. Lego also placed for timely up-gradation of Ruksin ADC building which is still operating from EAC/SDO building.
Jamoh assured various departments that he would take it forward to the state government for timely approval.
Sora Bros FC, SFS FC enter quarterfinals
AALO, Oct 20: Sora Brothers FC stormed into the quarterfinals of the first Binga Ete Memorial Football tournament 2016, in style beating Kombo FC.
In a pool C match played at general ground here on Thursday, Sora Brothers FC defeated Kombo FC by 5-1 goals to seal a place in the quarterfinals of the tournament organized by the West Siang District Sports Association (DSA).
Paktu Basar scored two goals for Sora Brothers while Kaling Tem, Takhe Arun and Geto Sora scored a goal each.
For most part of the match, Kombo FC played with ten men, as Bindo Lomi was given the marching order by the referee, after he was booked for the second time in the match.
The consolation goal for Kombo FC was scored by Jumi Kaye.
Earlier, SFS FC beat NEFTU FC by 3-2 goals in a thrilling pool C encounter.
The win catapulted SFS FC as the group winner ahead of Sora Bros.
Interestingly, Sora Bros entered the quarterfinals on goal difference as it was locked on same points with NEFTU FC.
Moji Ngomdir, Tajoy Mibang and Gumto Lollen scored a goal each for SFS FC while Liyor Loyi and Jumli Ete scored for the losing team.
On Friday, FC Tadin will play Kabu FC in the last league match of the tournament. The winner will qualify as the runner-up team behind Jummi Combats FC Bene from pool A, into the quarterfinals.
United Miao Football Club lifts Wangnia Pongte trophy
CHANGLANG, Oct 20: United Miao Football Club lifted the second Wangnia Pongte Memorial Football Cup-2016 beating Bordumsa Football Club by 5-1 goals at General Ground, Changlang on Thursday.
The match which was initially dominated by Bordumsa FC with its continuous attacks soon changed its course when Asu Das, striker from the left wing, successfully netted two goals in the 15th and 16th minute.
Both the teams equally kept the goalkeeper busy with unsuccessful attempts till Wangsu Kamhua of Bordumsa FC succeeded to break the defence line of United Miao FC and scored the first goal for his team in the 45th minute. In the 73rd minute, Asu Das netted his third goal of the match followed by his team mate Rawang Hakhun who scored in the 75th minute. Once again Asu Das scored his fourth goal in the 80th minute sealing the fate of Bordumsa FC.
Azad Ali of United Miao FC was adjudged best goalkeeper while Repu Rekhung became the highest scorer of the tournament. Rangrinkan FC was adjudged most Disciplined team of the tournament.
Earlier attending the closing ceremony, Changlang ZPC Jowkhong Singpho urged the youth to keep themselves healthy with games and sports, and refrain from unhealthy activities.
Remembering Late Wangnia Pongte, Nampang Wangjen said that it was because of him that Tutsas are recognised as a Scheduled Tribe of Arunachal Pradesh. He exhorted the players to maintain discipline and sportsman spirit while playing.
Changlang North MLA, Tesam Pongte informed that the main motive behind the football tournament in remembrance of Lt Pongte was to promote football in the district and maintain physical as well as mental fitness by keeping the youth busy during their leisure time.

Financial literacy camp held
ITANAGAR, Oct 20: More than 50 beneficiaries from Papum Pare district attended a financial literacy camp (FLC) at Yupia Government Primary School on Wednesday.
Organized by North East Multipurpose Development Society (NEMDS) and sponsored by NABARD, resource persons director Rural Self Employment Training Institute (RSETI), Rural Bank Naharlagun branch and president NEMDS explained in detail about PMJDY, PMSBY, PMJJBY, APY and RSETI training.
The participants were further encouraged to avail the benefits of the schemes.
Meeting on disaster management
Yupia, Oct 20: The district executive committee meeting on disaster management of Papum Pare district was held on Thursday in the DC's conference hall. The meeting chaired by deputy commissioner Tai Kaye discussed on special cases pertaining to FDR estimate and proposals received from various circles and other relief matters. The committee discussed the cases received from various circles. At the very outset, DDMO Preetha Menon briefed the house about the objectives of meeting.

CCC enters finals of T-20 Capital Champions League tourney
ITANAGAR, Oct 20: The Capital Cricket Club entered the finals of the T-20 Capital Champions League Cricket Tournament by defeating Hime Cricket Club by two wickets.
CCC chased a target of 32 runs and reached the score in the 17th over.
Kape Nada of Hime Cricket Club scored 18 runs in the first innings. Sama Alam of CCC was adjudged the Man of the Match for taking three wickets and scoring 15 runs not out.
The finals will be played between CCC and Nirjuli Cricket Club on Oct 25.

DAPORIJO, Oct 20: An awareness programme on cleanliness and environment protection was organized at Government ME School, Police Colony here on Tuesday last.
Speaking on the occasion, Sigin-I ZPM, Rocky Motu called upon the student community to protect the environment by planting trees and maintain cleanliness in the town. He further said that the PRI members of Sigin-I Panchayat have taken up campaigns as part of Swachh Bharat Abhiyan to create awareness among the people.
Apart from the DDSE, the programme was attended by government officers and officials, teachers, PRI members, students and general public.
Inter-School literary competition organized
ITANAGAR, Oct 20: A three-day long inter-school literary competition was conducted at Government Secondary School, Leel under Sangram Circle, Kurung Kumey by the All Leel Youth Association (ALYA) from Oct 13 to 15 last.
As part of the programme, various debates, extempore speech and essay writing on Swachh Bharat Abhiyan and drawing and painting competitions were conducted for students of Class IX to I.
Addressing the students, 5th Sangram Panchayat Segment ASM Chairperson, Hillang Taro advised them to study hard, maintain discipline and respect teachers and parents. He further appealed to the panchayat members to work hard and bring development to the area.

Police officer attacked by villagers while on a drug raid battles for life

ITANAGAR, Oct 20: The Namsai district, Superintendent of Police CK Mein is reportedly battling for life in the Intensive Coronary Care Unit of Apollo Hospital Chennai, Tamil Nadu after being operated by cardiothoracic surgeons on Wednesday, following injuries he sustained while on duty at Silatoo Village in Sept last.
Renowned Transplant Cardiothoracic surgeon Dr. T Sunder performed the major operation.
SP Namsai was sustained injury when an unruly mob attacked the police team while conducting a raid on drug peddlers at Silatoo Village in Mahadevpur, Namsai on 10th September 2016. SP Mein was later shifted to a hospital at Dibrugarh in Assam along with two other injured police personnel.
Doctors said that Mein sustained multiple ribs fractures and lung injuries.
SP's health was being evaluated at Aditya Hospital Dibrugarh but it had failed to detect the internal injuries. Later, he was shifted to Apollo Chennai after his health deteriorated.
The SP is escorted by Inspector Anil Kumar and Dr. Mari Basar, a relative.
Sources close to SP CK Mein's family informed The Arunachal Times that the whole treatment may cost upto 15 lakhs and more.
Since the incident, police department has not taken an update on health of its own officer. Mein reportedly did not write to department informing his current status of health.
Queries sent by this daily to the Director General of Police (DGP) through a whatsapp message enquiring about the department's stand remained unanswered.
Top priority to health and education: Pema
TAWANG, Oct 20: Employees of health and education departments have been urged to work dedicatedly and whole-heartedly as the state government gears up to revamp health and education sectors.
Chief Minister Pema Khandu made this clarion call while addressing a programme at district hospital, after inaugurating the in-patient department building and the Khando Drowa Sangmo Nursing School.
As step towards priority to health sector, the Chief Minister assured that all grievances of the newly opened nursing school and the district hospital will be met and said that all submissions received on the matter will be studied and addressed promptly.
Khandu said that government will rationalize staff postings, as majority of them are concentrated in big towns. He asked the employees of state government to be ready to serve in any corner of the state reminding that we all are 'public servants'.
He also earlier inaugurated the new Jan Aushadhi store in the district hospital and called upon the hospital officials to prescribe only the generic medicines that cost a fraction of the branded drugs. Khandu announced to contribute Rs 1 lakh from his personal expenses for procurement of generic medicines for the hospital.
The Chief Minister in his visit to nursing school inspected the kitchen, dining room, classrooms and computer lab.
Earlier in his address, Health Minister Jomde Kena informed that state has huge shortage of female health workers and the number of ANM and GNM graduates are not enough to meet up the requirement.
He therefore urged the students interested to pursue healthcare courses to enroll themselves in nursing schools, which are being opened across the state and said "nursing school graduates will never be unemployed".
Though nursing school is a one-time grant from the centre, the state health ministry will fully fund all the recurring expenses for its smooth functioning, assured Kena.
Earlier, the Chief Minister presented an award of excellence to Miss Lama Deki for topping the ANM class for the academic session 2015-16. The award is sponsored by ICICI Bank, Tawang. The CM also lighted a lamp in memory of Florence Nightingale.
The student of nursing school representing various districts from Arunachal presented a group song, followed by a school anthem.
Jt Director of Medical Education Dr Ritu Doye, MLA Tawang Tsering Tashi, Hydropower Development Corporation Chairman Tungri Effa, DMO Wangdi Lama were also present on the occasion.
First day of pen down stir evokes response: CoSAAP
ITANAGAR, Oct 20: More than 90 per cent of the state Govt employees under the banner of Confederation of Service Associations of Arunachal Pradesh (CoSAAP) have participated in the first day of two-day' pen/tools down agitation which began on Thursday, claimed CoSAAP in a release.
According to CoSAAP, Govt employees in various district headquarters, subdivisions and in Delhi, Guwahati, Kolkata and other parts of the country have also staged tool down strike.
The Association has been demanding increase in retirement age to 60 years, grant of Transport, Children's Education Allowances, withdrawal of NOC system in the matters of promotion and retirement, which was enforced from 2014, immediate implementation of 7th Central Pay Commission with effect from 01-01-2016 and payment of ad-hoc bonus to non-gazetted employees due from 2005-06 etc.
The state Govt employees are irritated with the false promises and constitution of committee after committee instead of taking favourable action on the legitimate demands of employees, the CoSAAP said adding "This time the employees are very much united and the state government must understand the sentiment. We want to perform our duty sincerely for development of state but we cannot tolerate the injustice meted towards us."
While denouncing the press statement of Arunachal Vigilance Forum, the CoSAAP further said that the statement of so-called Forum carries no truth. "A bunch of people cannot dictate the CoSAAP or state government," it said.
The Upper Siang district unit CoSAAP along with other units across the state observed complete Pen/Tool down strike on Oct 20. All offices and establishments remained open, but employees abstained from normal and day to day office works. DIPRO adds.
Ering bats for inter-district road connectivity

PASIGHAT, Oct 20: Lok Sabha MP, Ninong Ering has called for inter-district road connectivity of Siang districts. While addressing a programe at Mirem village in East Siang, he appealed the MLAs Er. Tatung Jamoh, Kaling Moyong and Kento Rina for a united proposal to the govt for inter district road by linking Pasighat-Ledum-Tene road with West Siang to bring better road connectivity in the area.
Meanwhile, a community hall funded by Ering under his MPLAD at a cost of Rs sixty lakhs was inaugurated by Head Gaon Bura of Mirem Village Tadi Mibang.
Ering said that MPLADs are for the developmental purposes in his constituency and he is doing no favor by giving developmental schemes to his people as funds are not given from his own pockets.
Speaking on the occasion, MLA Kento Rina appreciated the effort and unity of the people of Mirem village. Rina said that without education, no progress can be achieved. Rina also appealed all the government employees presently under pen/tools down strike to stop their agitation as their continuous protest would adversely affect the public services. He said that, he will take up with Chief Minister and Finance Minister regarding the issues of CoSAAP.
Parliamentary Secretary, Er. Tatung Jamoh said that, he is giving importance to road connectivity in the area as road, education and health are the core sectors where development is required at the moment. He said that, the road from Yemsing to Mirem (a direct road) is about to start as tender process has already been completed.
Former MLA 37th Pasighat West Omak Apang and Kenrik Moyong, wife of Kaling Moyong, MLA Pasighat and Tabir Tatan Eko, Secretary, Organizing Committee also spoke on the occasion and deeply appreciated the unity of the Mirem village where varied tribes live harmoniously. The community hall was constructed by RWD.
Association alleges extortion by extremist group
ITANAGAR, Oct 20: The Hollongi Nyvgam Youth Association (HNYA) has recently claimed that extremist group NDFB (ceasefire) has been carrying out extortion in Karbi (Mikir) village under Hollongi Panchayat. They have further appealed to the state government to initiate urgent steps to put a stop to such activities in the area.
In a release the Association has claimed that the NDFB (ceasefire) has forcefully collected Rs. 5 lakhs from the villagers. 'Such incidents are rare but the extremist groups have increased their activities, they have in the current month demanded money twice from an individual and from the villagers', it claimed adding that the group has in an extortion letter to the villagers, further gave Oct 20 as the deadline for collecting the money.
'People are scared and nobody dares to come forward for help', the association rued and appealed to the Home Minister and Police department to establish a security camp at Hollongi Karbi village at the earliest. It has also urged the police department to strengthen the police check gate at Hollongi as the police station is 11 Km away from the hqtrs.
Meanwhile, Papum Pare SP, Tumme Amo has said that though a case has been registered with the Hollongi Police Station last month involving extortion of a former ZPM, who owns a tea-garden, the police cannot say for sure that the NDFB is involved. 'Regarding the particular case, the police are verifying the call data recording and an investigation is on', he informed.
NES, NIFCS slam distorted headgear, demand for replacement
ITANAGAR, Oct 20: Claiming that Nyishi headgear presented to Central Information Commissioner Sridar Acharyulu and Nagaland State Chief Information Commissioner Toshi Aier during Decennial celebration of RTI on Wednesday was engraved with a Cross sign, which according to them is utter form of distortion of the community's traditional attire, Nyishi Elite Society (NES) and Nyishi Indigenous Faith and Cultural Society (NIFCS) on Thursday strongly condemned the incident.
The State Chief Information Commissioner Dr. Joram Begi presented the traditional head gear to Acharyulu and Toshi Aier during the function.
Expressing dismay over the incident, NES stated, "We must be apt clear that the tradition of a community must not bear symbol of any religion or religious sects which may do harm to the secular fabric of the great Nyishi community"
The organisations demanded for immediate replacement of distorted headgear (Byopa) with original one and sought apology from the commission. The organisations further cautioned that the traditional craftsmen refrain from distorting the Nyishi headgear.

DA acts against illegal stone crusher units
ITANAGAR, Oct 20: A team led by EAC Itanagar Jiken Bomjen and AMDO T Ekke recently carried out inspection of all the stone crushers unit being run in Itanagar. Later notice was served to those crusher running illegally without documents. Further they were summoned before the court of the District Magistrate Itanagar Capital Complex. A hearing in this regard was held on 17th, 18th and 19th of this month.
During the hearing DM directed owners of crusher unit having the required NOC to complete all the formalities pertaining to the renewal of license within a given time period. However, those units running illegally without document were asked to be sealed and consequently the crusher unit of one Taro Tagiya of Itanagar area was sealed on Thursday. (DIPRO)
DA seeks strategic action plan on PMKSY
Aalo, Oct 20: The West Siang Deputy Commissioner Gamli Padu has issued a clear cut instruction to NABCONS to reformulate strategic five year action plan for West Siang district on Prime Minister Krishi Sinchayee Yojana (PMKSY) incorporating basic concept about district. He said many important omissions were observed in the annual action plan placed for discussion and approval in the meeting held with NABCONS, agriculture, horticulture, RWD, WRD, DRDA and other line departments held on Wednesday.
Since all people centric development schemes and budgetary grants by the Govt. of India centres on PMKSY the basic concepts about district and its potentials basing on feasibility have to be worked out through extensive ground exercises. He also asked the department of horticulture to work out their department action plan immediately. Since PMKSY is a 100% funding pattern scheme, due care has to be taken by all departments to work out a comprehensive plan for the district in the next meeting as all development welfare schemes are converged with the departments under this programme.
S. Laskar and S. Hazarika consultants of NABCONS spelt out the detail programmes as enshrined in the PPMKSY. The officers from various line departments also pointed out problems and gross omissions in the draft Annual Plan about the concepts of the district and pleaded for modifications. (DIPRO)
Students ban donation
ITANAGAR, Oct 20: The district student's union coordination committee has banned any kind of donation for 25th general conference cum election of All Arunachal Pradesh Students Union (AAPSU) scheduled to be held next month.
The DSUs Coordination committee has asked the various HoDs of the district not to entertain any form of donation for AAPSU election unless assigned by President and General Secretary of district students union.

Issue should be handled diplomatically
Recently huge social media campaign has been launched urging people to boycott Chinese
goods during Diwali. Social media jingoists are having a field day dissuading the
aam aadmi from buying anything Chinese. Since China has problems with India's stand
on Pakistan-based terrorist Masood Azhar, we must therefore stop using all things
Chinese: this is the logic of the social media jingoist. Large part of Diwali celebration
items are imported from China and demand for its boycott will cause massive loss
to the traders. Most of the items are stocked in advance and therefore loss to the
traders will be of immense proportion. Confederation of All India Traders (CAIT)
has informed that sales of Chinese goods have declined 20% after the social media
campaign. The Chinese media has taken exception to such campaign and has warned that
move might back-fire. Government of India has officially stated that they are not
in favour of such ban.
In today’s globalized world this kind of ban is not feasible. Also India aims to
be an economic power and for sure this cannot be achieved by antagonizing a major
economic power. Well, as usual, the opinion generators on social media are high
on rhetoric but rather poor on facts. The fact is this: whatever be China's position
on Masood Azhar as far as India's fight with terrorism is concerned; we cannot afford
to ban Chinese goods. There are hundreds of Indian companies which have huge business
interest in China. Also the Indian government including many state governments is
rigorously wooing the Chinese business groups to invest in the country. The matter
must be handled diplomatically, using bilateral trade as a weapon suits ultra nationalists
but not India's economy.

Unrelenting surgical strike
Dear Editor,
Ever since the surgical strike, the clamour around it never seems to die down. The
show got on the road when our imbecile defence minister who forgot his role and ethics
of the position held and shot his mouth off about the operation and acted like Pakistan
is fixed now, we don't need to worry anymore and we taught them a lesson they will
never forget. Had he retrained himself to paying obeisance and glorifying the sacrifices
made by soldiers things would have been plain sailing. However his chest thumping
and disillusion averment hoist him with his own petard and led to a never ending
political dissection of the surgical strike. How could our narcissist Aam Aadmi Arvind
Kejriwal could stay put when there is showcase of puffery! Self aggrandizement like
we are first to carry out surgical strike only hurt the sacrifices made by our army.
What difference does it make, whether past operations were surgical, clinical or
covert? The sole objective for the army is to kill the enemy at the cost of his life.
Why denigrate the achievements of our soldiers in the past, just because you want
to glorify Modi and further your own and your master's métier?
In the rumpus, they have forgotten that the Indian economy is ailing, urban India
is sick and rural stocks are enduring agony and are famished. India is the highest
exporter of rice in the world and at the same time tops the hunger list in the world
with 194 million people undernourished as per FAO report. But why bother when choicest
bourgeoisie are making their kill! The NDA govt has overwhelmed the urban and rural
poor with motley of schemes and yojnas. But who has the time to monitor if it has
percolated down to needy poor, many of whom are unaware of the benefits. In this
age of pork barrel politics, all they want is to fill the pages of the manifesto
of the next election with these schemes and tall claims to make it look quintessential
and enchanting to lure the gullible masses. And shameless and blatant us will always
let them play us for sucker and let money do the talking!

Need fundamental attitudinal changes
Dear Editor,
Death is imminent for every human of 7.34 billion living in around 200 nations in
the World and human beings really don't need to harm and kill one another.
Sufferings due to diseases, starvation, disasters, accidental causes, crimes, violence,
etc are also common to all human societies and they are also sure to inflict at some
point of time.
If one thinks logically, the only conclusion that comes out from real-time situations
where a human being and his society is in enmity and conflict with other is totally
useless pursuit and wastage of precious time and resources in lives.
People organised into 200 sovereign nations are disorderly and unsustainably competing
in futility and rather aggravating human problems for the present as well as countless
upcoming generations.
People and leaders of 200 nations can rather transform the current geopolitical structure,
mode and objective of transaction to forge a strong global community with deep collaboration
in terms of sharing knowledge, human resource, material goods, etc to fight the common
enemies like diseases; shortage of healthy food, water and air; pollution, disasters
and harmful climate change, accidents, crime, violence.
There needs fundamental attitudinal changes in the way people and leaders of various
nations look at the greater World and Earth as whole. The global fight against diseases;
shortage of healthy food, water and air; pollution, disasters and harmful climate
change, accidents, crime, violence, etc shall be much easier when it is integrated
and coordinated with tremendous possibilities of successes for collective benefits

Unsafe vehicles and roads of Tawang
Dear Editor,
Over loading has become a trend to make some extra bucks overlooking the safety of
passengers and pedestrians in Tawang these days.
Passenger Tata Sumo's plying packed, with commuters huddling, cramming, lap-sitting
and piling with a dozen lethal gas cylinders on its carrier, knotted alongside an
Everest of luggage is a routine glimpse in the district. Locals shoving vans unable
to scale the steep roads owing to loads and passengers overriding the locomotive's
horse power, is yet another frequent sight. One can often spot people travelling
on Sumo carriers and hanging, grasping on to almost anything, in the desperation
to hit their terminus. The district has been witness to several fatal wagon collisions
and deaths by reasons of brake and other mechanical breakdown attributed by overloading.
So, who is at the receiving end here? Obviously the poor villagers who dare not offend
the drivers and cab operators endangering their lives for some rapid and extra notes,
and the pedestrians. Their saviors, the police department, have conceptualized mobile
patrolling squads which monitor the law and order of the region, a laudable initiative.
Laudable still, they have embraced MV checking to their charter of duties and can
be constantly sighted examining vehicle documents, donning firearms and lathis, in
the lead of an extensive queue of locomotives. But alas, when it comes to overloading,
it’s a bitter truth, a traumatic truth, that they weigh it quite light and turn a
blind eye!
How come the civil sentinels jeopardize the lives of the denizens whom they pledged
to serve, beneath the National tri-colour? Accidents occur accidently. Who knows
when an overloaded vehicle can capsize and squeeze pedestrians to death? Who knows
who it would be? It could be your kids going to school, it could be your wife fetching
vegetables, or it could be you!
It is the call of the hour that the administration and the cops deal overloading
with iron fists and protect the sapiens from plying coffins or the results could
be extreme.
A stitch in time saves nine!

Act of greed
Dear Editor,
Members of CoSAAP should understand that demanding more perks in addition to already
prevailing perks is nothing but act of greed. This reminds me of prismatic model
of Fred Riggs where he has minutely described the acts of officers who gives more
priority to personal aggrandizement than to welfare.
In country like India where the majority of population is below the poverty line,
demanding more perks for the privileged will never get the support of mass. Public
are yet to overcome the sting of irrelevant establishment of parliamentary Secretary,
another selfish demands of the officer class is only adding salt to the fresh wounds
of masses. It seems officer and political class is competing for the perks rather
than the development. In this regard , schemes under Corporate Social Responsibility(CSR)
provided by the corporate class could be a torch-bearer for the perk-minded officials.
They must remember that it is ok to let go some perks for the greater good.
Lastly , I would like to inform the young CM of Arunachal that even if you don't
fulfill the demands of privileged class there won' t be any deduction in your vote
bank as they don't have sympathy and support of common public. Instead, youths would
be indebted to you for not succumbing to the genuine yet extravagant demands of privileged
class.

Saving children
Dear Editor,
Technology can, effectively, be used to trace out missing children. It is necessary
to make a Web page of all children of the country on the basis of their Aadhaar numbers.
The details should be made available to all police stations. If an unidentified child,
who is unable to provide his/her home address or parents' phone number, is located
somewhere then his/her face and iris pattern are to be matched with the Aadhaar record
in the Web page by using necessary software. It will help bring many children back
to their families.
